REVIEW OF THIS EDITION
The creation of a chess player includes four phases:
a) learning of general rules, movement of pieces, the goal of the game;
b) learning of general principles of the game, and leading the game itself (time, space, balance, material);
c) the principles of strategy and tactics, the theory of chess;
d) study of the parties led by great chess masters (and later the own ones).
The learning of general rules is basic for all other phases, as it happens in other activities. For someone who wants to write a poem it is necessary to know the letters! For someone who has the intention to participate on chess tournaments it is necessary to know the rules of the game.
Many chess players do not take seriously this first phase of the chess improvement. It is much more important to them to study moves in some opening or finishing, than to study rules of the game itself. However, there is an explanation for that: there are a hundreds of books about the chess theory more than those referring to rules of chess.
The changes of regulations which are adopted at almost every FIDE Congress demand of players on the tournament to know those new decisions very well. And because of that it is necessary to observe all those changes, and if they are followed by comments of competitive person with authority, then we should realize the importance of this book in front of you. Matter of fact, this is only the second (new) edition of the book "Chess Rules with Commentary" where an international expert has tried to make this matter familiar with audience.
The author Mihajlo Savic has gathered all the characteristics necessary for the writing of this kind of book: first of all, he is a lawyer with a long experience, the International Arbiter with a long-time experience and one of the few International Organizers in our country - the title FIDE officially recognized in 2001. The only Yugoslav with three FIDE titles is certainly highly authorized to give its comments on the rules of the game, as well as a lot of doubtful situations which has been occurring during the tournament praxis. Therefore this book is welcomed by any chess arbiters and organizers which may learn a lot reading the expertise of Mihajlo Savic.
